Welcome to PALSCON

PALSCON has always strived to be society’s staunchest partner in the state’s recognition of labor as a “primary social and economic force” in national development - PALSCON caters to the government’s major thrusts in the protection and welfare of the country’s manpower resources and the industry that employs them.

Labor force and manpower resource engagement poses a great significance in the country’s quest for growth and economic stability. PALSCON puts its anchor on these undertakings, and it spouses legitimacy in all its affairs. It also acts as a conduit that bridges the industry’s concerns to both the labor sector and the government, not only for its member establishments but for the industry as a whole.

This is what makes doing legitimate business with PALSCON worth all the risks… when it is geared towards a purpose that is lawful and noble. And PALSCON continues to conduct its affairs with higher purpose.

We therefore invite you to be partners in this noble endeavor; join us in our quest for a higher purpose. It is time that we, hand-in-hand, cement the legacy that PALSCON has envisioned from its inception.

  • Be a Wise Spender this Holiday Season

Be a Wise Spender this Holiday Season Image Source: https://cdn.gobankingrates.com You just got your much-awaited 13th month pay. You’re happy and very much eager to spend it on some things you’ve been longing to do—or buy—a couple of months earlier.   But hold your horses! As with any other things in this world, money will also disappear and will simply go to waste if you don’t spend it wisely. Temptations abound during the holidays so it’s best to think of ways on how to use your precious 13th month pay efficiently and wisely. You don’t want to end up with an empty wallet right after receiving your bonus, don’t you?   The Philippine Association of Legitimate Service Contractors (PALSCON), the country’s biggest group of service contractors that have provided decent and quality work to many Filipinos, said many fall to their impulses, especially those who will get their 13th month pay the first time. “It’s all about a bit of planning, knowing priorities when it comes to spending. I’ve seen many of our employees who go excited of becoming a ‘one-day millionaire’ once they lay their hands on their money, then feel sad once all of it are gone and they’ll ask themselves ‘what happened there?’” explains Rhoda Caliwara, President of PALSCON.   So it’s really best to sit down and think of what to do first with your bonus while it’s not yet with you, says Caliwara. That way, you’ll have a clear mind of what to do and how to do it when it comes to spending your hard-earned money. In short, plan.   The first thing to do is save, using part of the bounty as part of a savings fund that can hopefully earn enough via time deposits or special investment funds. These funds can help through times when spending on things such as tuition fee payments for the kids or even for a possible business venture.   You can also minimize your debt profile by paying them off, Caliwara said, though not really paying all of it in one go. It’s best to pay it a bit so as not to accrue on interest. It works for those with credit cards who pare down their expenses and at the same time pay their interest on time.   Aside from a possible business venture for those who may have an entrepreneurial mindset, allocating part of the bonus for use in special investment instruments, real-estate or even a family or personal car can be options, but first check if going into these investment choices is feasible given your financial capabilities. Evaluate. Assess. Rethink.   You can even save some of your bonus to build up emergency funds for unforeseen circumstances such as medical emergencies, whether your own or a family member, house repairs after a storm or disaster, or even for fixing your car after a sudden breakdown. There can be lots of other things you can put your saved money to good use. As they say, you can never tell if and when an emergency happens so it’s best to be ready.   But most of all, don’t forget about yourself. You can save some as a personal treat after being hard at work for a year and spending countless hours toiling in labor. You can never be accused of being a spendthrift if you want to enjoy on some things and be pampered. Treat it as a reward so you won’t feel deprived, more of a “me” time when it comes to your hard-earned money. You definitely deserve it.   “At PALSCON, we encourage our members to teach their employees the basics of financial literacy. It’s hard to get a job these days and even harder to earn decent pay so teaching their employees about spending wisely, especially during the holidays, is a good way of showing we care for our employees’ welfare. They should learn to preserve their riches for anything that can happen in the future. It’s all about being prepared—and being wise,” explains Caliwara.   AS FEATURED ON: http://bestfoodintown.info/be-a-wise-spender-during-the-holidays http://gamesgadgetsgizmos.info/wise-spender-holidays/ http://www.skateshoesph.com/2016/12/be-wise-spender-during-holidays.html http://duldulao.net/2016/12/19/wise-spender-holidays/ http://www.boyraket.net/2016/12/be-wise-spender-this-holiday-season.html http://thisiselife.blogspot.com/2016/12/how-to-be-wise-spender-during-holidays.html http://www.the-smartshopper.net/2016/12/be-a-wise-spender-during-the-holidays.html https://eatprayandblog.blogspot.com/2016/12/be-wise-spender-during-holidays.html?m=1

To sustain the country's economic growth, Baldoz rallies MSMEs to embrace productivity and pursue innovation

Saying the only way to sustain the country's economic growth and to create jobs is for micro, small, and medium enterprises, or MSMEs, to improve productivity and pursue innovation, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday urged a re-thinking of processes and strategies that will make MSMEs truly competitive, quality-conscious, and innovative.

"We have to embrace productivity and innovation by crushing the myths that these are expensive and unfriendly to workers. Productivity and innovation need not destroy jobs, but rather create them. These should make enterprises strong, competitive, and profitable, not stunt growth," said Baldoz at the opening ceremony of Phase 2 of the training on productivity, innovation, and enterprise development at the Nanyang Polytechnic in Singapore.

"Over the long run, investments in productivity improvements will bear handsome dividends in the form of higher product quality and service reliability that could spell out enterprise growth," she added.

Baldoz explained that productivity and innovation is the way to go for the Philippines because 99 percent of all its enterprises are MSMES whose employment share tallies to 60 percent of the country's total employment.

"MSMEs are home grown industries. They are our economy's backbone. They cannot easily re-locate, or pull-out to some ideal location or market, on account of their size. So, we have to nurture them and guide them along the path towards productivity and innovation to make them strong and competitive. That's how we can create jobs," she explained.

Baldoz expressed delight that the Nanyang Polytechnic and the Temasek Foundation of Singapore have continued onto the second phase the training on productivity they started last year. She also thanked Lin Cheong Tan, Chief Executive Officer of the Nanyang Polytechnic, and Gerald Yeo, Director for Programs and Partnerships of Temasek Foundation, for supporting the training, particularly the second phase, which focuses on innovation and enterprise development.

"More than a year ago, we have clinched a historic partnership agreement with Temasek Foundation and Nanyang Polytechnic International for the training of 120 Filipinos to learn from Singapore's phenomenal productivity journey, and to immerse themselves in productivity concepts, measurements, technologies, and best productivity practices that can be replicated by our micro, small, and medium enterprises. Today, we embark on the second phase of the training to provide a seamless and holistic approach in what we currently do at the DOLE to enable our MSMEs to thrive and develop," said Baldoz.

The participants in the second phase of the training are DOLE Undersecretary Ciriaco A. Lagunzad III and Assistant Secretary Ma. Gloria A. Tango; Directors Lily Pearl Guerero (Administrative Service); Nenita Crestita O. Garcia; Mary Grace L. Riguer (Institute for Labor Studies); Violeta M. Munoz (National Reintegration Center for OFWs); Emma V. Sinclair (Overseas Workers' Welfare Administration); Executive Director Maria Criselda Sy (National Wages and Productivity Commission); and Deputy Executive Director Jose Maria S. Batino (Occupational Safety and Health Center; Regional Director Alexander R. Madrigal (Department of Science and Technology); Director Mary June Bugante (Department of Tourism); Assistant Secretary Blesila A. Lantayona (Department of Trade and Industry); Director Asterio P. Saliot (Agricultural Training Institute); and Leoncio T. Cubillas of the UP Institute for Small Scale Industries.

Also participating are representatives of labor Excel Bacalso (Nagkaisa); Alfredo Maranan (Federation of Free Workers); and Roland dela Cruz (Trade Union Congress of the Philippines). From the employers' sector, attending the training are Sarah P. Deloraya of the Philippine Association of Local Service Contractors and Ralph Ivan A. Gutierrez, Senior Trainer of the Employers' Confederation of the Philippines.

The first batch of the training's second phase are in Singapore for one week. The next batches will follow until the second phase is completed in December next year. Like the first phase, the second phase will have three types of training.

The first is a one-week Senior Officials' Visit Program which is an appreciation course on productivity, innovation and enterprise development to be attended by high level officials of concerned government agencies and social partners.

The second is a two-week I & E Management Program for Managers, a course on concepts, measurements, tools and technologies, and best practices/benchmarking, to be participated by officials/officers (Director level) of concerned government agencies.

The third is a four-week I&E Specialist Program, a capacity building program on productivity, innovation & enterprise development, to be participated by technical persons involved in the operation or implementation of programs/projects.
